DOLE-7 recommended for continued ISO Certification

Cebu City, Philippines. The Department of Labor and Employment (DOLE-7) now treks the road towards continued ISO Certification after Certification International Philippines, Inc. (CIP) made the recommendation.

With only one minor non-conformity (NC) to deal with, DOLE-7 Regional Director Salome O. Siaton is confident that the Department will retain its ISO 9001:2015 Certification.

In the Reassessment held early December, CIP audited the processes maintained and executed by the DOLE Regional Office comprising of the Technical Support Services Division- Employment Workers’ Welfare (TSSD-EWW); Technical Support Services Division- Labor Relations and Standards (TSSD-LRS); Internal Management Services Division (IMSD); Mediation-Arbitration and Legal Service Unit (MALSU); and the Top Management. Also audited were the Cebu Provincial Field Office (CPFO); Tri-City Field Office (TCFO); and the Bohol Field Office (BFO).

“We only have one minor NC. But his does not make us complacent. We are religiously taking note of the opportunities for improvement that were highlighted by the CIP auditors. We are grateful that such were looked into because we might have not closely paid attention to them due to a lot of interesting and challenging events confronting us lately,” said Director Siaton.

The audit centered on the Context of the Organization; Internal Audit Results; Customer Satisfaction; Control of Externally Provided Products, Processes and Services; Organizational Knowledge; MALSU processes; Management Review; Infrastructure/Work Environment; Administrative processes; and the processes and programs of the TSSD-EWW and TSSD-LRS; among others.

“The purpose of the ISO Certification is definitely not for the Performance-Based Bonus or PBB. ISO Certification does matter because it helps ensure that the Department would continuously develop and abide by the standards that promote quality of service, safety, and efficiency of our programs, services, and systems. With it, we are challenged to stay relevant and updated as we endeavor to not just satisfy customers but also delight them with the best public service possible that we can offer,” the DOLE-7 head explained.

She added that the audit was a good exercise to determine whether or not the DOLE-7’s management system conforms to some established criteria and ensures that applicable statutory, regulatory and contractual requirements are met and are effective.

DOLE-7 was last audited in December last year and successfully hurdled the 3-day Second Surveillance Audit.

The Reassessment conducted by the CIP, DOLE-7’S ISO certifying body, was done virtually due to the pandemic. One of the constraints that DOLE experienced during the virtual/off-site audit included poor internet connection.

“Despite the limitations, we managed to go all throughout the audit successfully. And we are happy that the CIP recommended for our continued ISO certification. With the results of the audit, we are more determined to put our acts together and look for opportunities where we can improve ourselves, our processes, our execution and more importantly the kind of public service we deliver to the public,” added the Regional Director.

She congratulated the whole DOLE-7 Team and urged everyone to stay agile, remain adaptable and to keep an open mind especially to some drastic and inevitable changes in this day and age of the “new normal.”
