DOLE VII, TSUNEISHI INK PACK AND LAUNCH BIG BROTHER PROGRAM

 

Balamban, Cebu – DOLE VII OIC-Regional Director Exequiel R. Sarcauga recently disclosed the launching of the DOLE KAPATIRAN Program with Tsuneishi Heavy Industries (TSI) in Balamban, Cebu on 17 June 2011.

In a message read by Bureau of Labor Relations Officer-In-Charge Atty. Romeo Montefalco, DOLE Undersecretary Danilo P. Cruz congratulated the partnership as a showcase of public-private partnership at its best.

USEC Cruz said that the KAPATIRAN Program launching clearly exemplifies that the Department of Labor and Employment is sincere to implement its package of reforms for the effective and efficient enforcement of labor standards while upholding the basic rights of workers pursuant to the 22-point labor and employment agenda of President Benigno S. Aquino.

The initiated, according to USEC Cruz, would become a catalyst for inclusive growth and industry self-governance in the shipbuilding and repair sector and in sustaining a favorable climate in the interest of ensuring workers’ employability and productivity in Balamban.

He added that the KAPATIRAN Program is guided by the principle that promotion of voluntary compliance with the involvement of workers and employers should complement the regulatory track in ensuring compliance with labor laws.

He stated that this first step will develop a culture of compliance to labor laws and standards, which is essential in ensuring the productivity of both workers and enterprises and shall later spread in all of Cebu, the Central Visayas and hopefully the entire Philippines.

He commended Tsuneishi Heavy Industries as a “Big Brother” who is willing to share its best practices with its small business partners, the “Small Brothers”, to ensure sound labor-management relations in the industry.

“Your readiness to partner with us in order to advocate, educate and influence your contractors, sub-contractors and third party service providers to voluntarily comply with the general labor standards and to foster the value of “malasakit” through corporate social responsibility within the industry is very much appreciated”, said USEC Cruz.

USEC Cruz encouraged the small brothers and beneficiaries of KAPATIRAN Project to share their experiences of workplace improvements to other micro and small enterprises after learning from their big brothers.

Director Brenda L. Villafuerte of DOLE’s Bureau of Working Conditions (BWC) attended the Memorandum of Understanding signing and program launching praised the partners in helping promote labor standards voluntary compliance.

DOLE-7 OIC-Regional Director Exequiel R. Sarcauga is hopeful that employees will reciprocate the practice of voluntary compliance of management to become more motivated and productive at the workplace.

The Memorandum of the Understanding signing and program launching was witnessed by 50 TSI affiliate and contractors, together with the Balamban Mayor Ace Stefan V. Binghay, Bureau of Working Conditions Director Brenda L. Villafuerte, DOLE Cebu Province Field Office Chief Maria Grace V. Diaz, TSI General Manager of Safety Assurance Group Engr. Delius M. Cueva, CASPI HRD Manager Silviano Ellazo, BSF Engineering & Supplies Cruzaldo Batuigas and Atty. Romeo Montefalco, Jr. – OIC Bureau of Labor Relations – representing DOLE Undersecretary Danilo P. Cruz.
